El turismo de bajo impacto se ha constituido en los últimos años como la alternativa más viable para el desarrollo de la zona sur del estado mexicano de Quintana Roo. Por tal razón, el gobierno estatal impulsó un proyecto turístico integral para esa zona dentro del corredor costero Punta Herrero-Xcalak. Dicho proyecto es denominado como Costa Maya. Sin embargo, el desarrollo turístico en cuestión ha presentado dos situaciones problemáticas y que son el objeto de esta investigación. En primer lugar, la situación de la tenencia de la tierra debido sobre todo a que, a pesar de que la Federación cedió, mediante decreto, 39,500 hectáreas de terrenos nacionales para desarrollar dicho proyecto, la realidad apunta a que la mayoría de los terrenos son de propiedad privada. En tal sentido, el decreto exenta a este tipo de propiedad de tal cesión y, al parecer, los exime de verse afectados, lo cual ha generado algunos rezagos en el desarrollo del proyecto e incertidumbre por parte de los inversionistas y de los mismos pobladores. El otro aspecto a analizar es la participación social, es decir, la forma en la que los habitantes del corredor costero se integrarán al proyecto turístico o bien, si sólo serán observadores del fomento de infraestructura dentro de su zona. spa
Tourism of low impact has been constituted in the last few years as the most viable alternative for the development of the southern part of Quintana Roo. For that reason, the state government moved during the actual governmental period of six years, to the creation and implantation of an integrated tourism project for this state zone in the tourist coastal corridor Punta Herrero-Xcalak. That statement project is calleded Costa Mava. Nevertheless, the so called tourism development has presented two outstanding problems and that the reason of this research. First of all is the situation of land tenancy, due to the fact that even though the Federation gave 39,500 hectares of national territory to develop such a project, reality points out that the mayority of the land is private property, and that the same official decision exempts all private property holders to surrender of property and of all that than could affect them, has delayed the development of such project and caused uncertainty to the investors and to the people that dwell there. The other aspect to analyze is the social participation, that is, the way in which the inhabitants of the coastal corridor will participate in the tourist project or will they be simply observers of the development that is generating inside their dwelling zone without they been beneficiated. eng
