El trabajo presenta un análisis de la situación de la seguridad social de los trabajadores adscritos al Apartado B del Artículo Tercero Constitucional. Los autores examinan las causas que han exacerbado la crisis del sistema de seguridad social en México, y el alcance de la Ley del Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (issste), así como sus implicaciones sobre la estabilidad laboral y el derecho a las prestaciones de seguridad social integral de los trabajadores del Apartado B. El texto concluye con una propuesta de mejoría necesaria sobre el derecho a una seguridad social moderna, integral, resolutiva y de alcance efectivamente universal. Español

The paper presents an analysis of the social security situation of the workers assigned to Section B of the Third Article of the Mexican Constitution. The authors examine the causes that have exacerbated the crisis of the social security system in Mexico and the scope of the Law of the Institute of Social Security and Social Services of State Workers (issste), as well as its implications on labor stability and in the benefits on social security for Section B workers. The text concludes with an improvement propose with the idea of create a modern, comprehensive, effective and effectively universal social security. Inglés
